What is Tender? Types of Tenders
What is Tender? Tender is an official document which offers to supply the equipment or service at predetermined rates. Qualified manufacturers and service providers are asked to send the sealed documents for a specific work within the specific period of time line. Allotment of specific work to a qualified manufacturer or service provider as this case may be done in a fair and transparent manner.
The tenders are generally two bid systems. In this first bid,
the technical aspects are verified. It is checked whether the tenderer has
specified the technical know how as per the client’s requirement.
Types of Tenders and their shortlisting process
This is the first filtration process. Those who do not qualify for
the first bid, meaning they do not match the technical requirements of the
client, are disqualified and those who qualify only those tenders are
open in the second bid of the tender process.
After getting qualified in the first technical bid and the
tenderers whose payment terms match with the client payment terms those
tenders are further qualified. Here are some more tenders (Applicants) that are filtered.
Now the tenderers who qualify in the first bid and pass the filtration
process in the second stage are compared for the delivery time period mentioned
and the rates mentioned. The tenderer with the lowest bid is the allotted
tender. The first qualified tenderer is termed L1, the second qualified tenderer is termed as L2 and the third lowest as L3.
The three tenderers are called for discussion on all the terms
and conditions mentioned in the tender documents. This entirely depends on the
client whether to call for discussion, else the tender is allotted to L1 and
then called to sign the relevant documents as an agreement of the terms and
conditions.
This is a general procedure of tender, now we will see the different types of tenders.
Laundry Service Outsourcing | Types of Tender Categories:
Category One - (Clients Laundry Equipment installed in Clients Place.)
The scope of the contract according to this category is:
The contractor has to carry out laundry services for the institute
or the tenderer as the case may be. Keep the laundry and its equipment and
machines fixtures in good and clean condition. All the laundry equipment and
their maintenance, manpower and chemicals HSD for boilers and the other
materials for laundry services within the scope of this contract is the
responsibility of the contractor.
The client sets up a mechanized laundry plant with required laundry
equipment inside the client’s premises. Vendor has to process linen as per the
norms led down by the client.
Service providers are evaluated quarterly and any improvements are intimated to the contractor This type of category is tendered for a short period,
say one or two years. After completion of tenure, the client may extend the
contract or decide to re-tender.
Category Two - (Contractors Laundry Equipment in the Client's place.)
The client floats a tender for
laundry service outsourcing. In this category the equipment is installed by
the contractor. Keep the
laundry and its equipment, machines fixtures in good and clean condition. All
the laundry equipment and their maintenance, manpower and chemicals HSD for
boilers and the other material for laundry services within the scope of this
contract is the responsibility of the contractor.
The contractor sets up a mechanized laundry plant with required
laundry equipment inside the client’s premises. Vendor has to process linen as
per the norms led down by the client. Utilities are provided by the client.
This contract lasts for a long period of around 3 to 5 years as the contractor
makes the investments in the equipment.
In this case the client floats the tender by advertising in the
local newspapers and prefers a local contractor to bid for the tender. The
contractor who quotes the lowest rate is awarded the tender.
Category Three - (Contractors Laundry at Contractors Laundry Place.)
In this case the client floats the tender for outsourcing the
linen. Here the client does not have enough space for erection of laundry
equipment. So also the number of linens washed per day is very low compared to
both the above cases.
Here, the client who has quoted the lowest rate is awarded the tender. Pick up and drop of the linen from the client’s premises is done by the contractor. In this tender category the client has the power to make the decision. As it is not a public limited organization. If the client feels that he should award the tender to the laundry facility situated near his premises, it is the sole decision of the client to discuss with the contractor to fix the rate and award the contract.
BOOT LAUNDRY TENDER
The full form of Boot is Build, Own, Operate and Transfer. The big
infrastructure product where huge amount of revenue is required for a laundry
project, that time the client floats a boot tender.
Railways, Petrochemical companies, Big chain of hospitals. Nuclear
Power Corporation such big companies, either government, semi-government, government subsidiary organizations or large
public infrastructure projects float this type of tender.
In this type of tender, the public sector contracts with the
private large corporation or consortium businesses with laundry expertise in
design and implement a large project. Government and public sector partners
provide some tax exemption benefits to the contracting partner.
In this category of tender the contractor has to do civil work for
the erection of Washer Extractors, Dryers, Compressors, Flat Work ironers,
Boilers, Soft water treatment plant and west water treatment plant.
The company to whom the tender is allotted should be an expert in
all aspects of the laundry business. Right from the construction, erection,
operation and commissioning of the entire plant.
Contractors must run this plant smoothly for at least 10 years
and supply the washed, dried and folded linen to the client. After the
completion of the period it is then handed over to the client.
The cost of operation plus marginal profit is included in the rate
contract, which is decided and mentioned in the contract document along with
the main tender document at the time of floating the tender.

Annual Comprehensive Maintenance contract Tender
Tenders have been floated by clients for the Comprehensive
Maintenance/Repairs/Round the Clock operation and testing Mechanized laundry
contract for the laundry equipment running at their premises.
This is entirely for the laundry equipment maintenance contract.
This is also for one year. Clients float the tender every year.
The contractor deploys mechanized laundry supervisors throughout the day at the laundry premises to carry out daily laundry equipment maintenance.
